最近我发现我们小区里的人带小狗到花园里散步时，经常不帮小狗把大便从地上铲掉。

If somebody walked the have a bowel movement that the doggie plays to still be met,spend a lot of time and energy to clean, may pay clear to wash cost even. such, the bagatelle that the composition looks not conspicuous, also can bring very big trouble to others.
我觉得虽然小狗的大便可以帮助土壤，起到肥料的作用。但是，如果小狗没有把大便拉在土壤里呢？要是小狗拉在街道上怎么办呢？如果小狗的主人不把它铲进垃圾桶里，那么城市的空气会被污染，城市的卫生也会受到影响。如果有人踩到了小狗拉的大便还会花很多时间和精力去清洗，甚至可能会支付清洗费。就这样，作文看起来并不引人注目的小事，也会给别人带来了很大的麻烦。

我认为国家应该针对这件事制定一条法律：出门遛狗必须带一把小铲子和一个垃圾袋，主人自己铲除宠物粪便。如果还有一些人不铲，发现了之后就马上看监控，找到那只宠物的主人，然后罚款，并且看着那个人把宠物屎铲掉。这样就没有人不铲小狗拉的便便啊，如果找不到人，就麻烦物管把狗便便铲掉，这样我们的环境就会变得更加整洁了。(文/姜炳文)
